Also, the fact that users have to make a minimum up front payment of $50 to get started with the service is a hurdle so large that I expect very few users to actually try it out.

Chances of success: low. Also mentioned in the article is Aka-Aki, bluetooth-based discover of singles, which looks more promising. Reminds me of Dodgeball, which Google acquired a few years ago but feels pretty stagnant due to a non-existant marketing push.
